DEICH-5652 deichman.no: use switch case with exact match for checking reserve errors instead of includes

Unfortunately, we haven't completed the transition to using
item location lives|goes|co, but still is left with a mix of
old logic (read: branchtransfers) and partly implemented location
logic.

This change makes checkin consider the branch of c/o location if present,
and complete branchtransfer if the branch is the same as the branch
where the checkin is performed, disregarding the branchtransfer.tobranch.

- made description and lead paragraph optional
- added lead paragraph to Sibyl index
- change when and how description is presented

Keeping this default value would mean that for example libraries
which update their history setting will loose permission to perform
inter library loans.

DEICH-5782: Update warning text when logged in employee is missing permissions. Redirect if there is nothing to do.

- update README with all message variations
- actually use the decryptor...
- fix abstraction issue with mailchimp knowing the messaage format
