DEICH-6419 - Added role based client access provider to keycloak.

Thanks to this new component Oslo kommune IDP broker login does not let in the users to any of the applications after first broker login. The roles must be set in the admin console before the user can access any of the applications. Created keycloak providers/adapters project. Updated keycloak configuration.
