DEICH-6442 handle Marc sync from Cicero to Fuge in some cases

If the record has an identifier in 035$a we can assume it is a record ordered from BS nettbutikk, so we store it in virtuoso along with the ID in Cicero. This way, we ensure that when the record is catalogued in Fuge, we sync our metadata to the correct post in Cicero.
