DEICH-6420 add endpoint to collect holdings from Cicero

/publication/holdings endpoint will be called by Cicero each time there is a change in availability for any publication. We extract and store the information we need for indexing as triples on the publication.

Trigger indexing of affected publications.

Sibyl is updated to get availability information along with the rest of the publication from virtuoso. Koha collector is no longer needed.
